These resolutions are true and correct copies of the approved enacted resolutions and the signatures appearing thereon are hereby certified to be those of the board’s members and/or the member’s legally designated representatives. The Secretary of the PACB maintains custody of all original approved enacted resolutions. As necessary, the PACB Secretary shall make available to any interested parties, affidavits certifying the authenticity of reproduced PACB resolutions retrieved from this website location.

Grants and Loans
- Approving grants via Regional Economic Development Councils for DikinDurt Distillery Capital (Herkimer County), Rochester Commissary Kitchen Capacity Expansion Capital (Monroe County), The Studio Museum in Harlem (New York County), White Inn Redevelopment Capital (Chautauqua County), BQ Farms Capital (Ulster County), Trumansburg Community Nursery School Capital (Tompkins County), Pal-O-Mine Restore to Balance (Suffolk County) and Matchbook Distilling Centrifuge Capital (Suffolk County).
- Approving grants via Restore NY Communities for Town of Orleans – La Fargeville Mixed Use Redevelopment Restore NY VI (Jefferson County) and County of Chautauqua – White Inn Restoration Restore NY VI (Chautauqua County).
- Approving a grant via New York Works EDF Fund for National Urban League Urban Empowerment Center Capital (New York County).

Bond Issuances
- Issuance of fixed and/or variable rate, tax-exempt and/or taxable bonds on behalf of Barnard College at one or more times for a term not to exceed 35 years. Proceeds will be used to finance the costs of a complete renovation and expansion of the College’s science building, as well as various other renovation and deferred maintenance projects across Barnard’s campus; refund all or a portion of the DASNY Barnard College Series 2015A Bonds; and refund all or a portion of the DASNY Barnard College taxable Series 2022B Bond. Bonds are expected to be sold through a negotiated sale and/or private placement.
- Issuance of fixed and/or variable rate, tax-exempt and/or taxable bonds on behalf of Memorial Sloan Kettering Cancer Center at one or more times for a term not to exceed 31 years. Proceeds will be used to finance the costs associated with various acquisitions, renovations and upgrades as well as equipment purchases. Bonds are expected to be sold through a negotiated offering and/or private placement.
- Issuance of fixed and/or variable rate, tax-exempt and/or taxable bonds on behalf of New York University at one or more times for a term not to exceed 35 years. Proceeds will be used to finance the costs associated with various projects across the University’s facilities; refund all or a portion of the University’s Series 2015A Bonds issued by DASNY; and refinance outstanding tax-exempt commercial paper notes issued by DASNY. Bonds are expected to be sold through a negotiated offering.
- Issuance of fixed rate, tax-exempt and/or taxable bonds of varying maturities on behalf of the School Districts Revenue Bond Financing Program, not to exceed 31 years, in order to refinance Bond Anticipation Notes of various New York State School Districts, the proceeds of which were used to finance capital projects in anticipation of permanent financing; to finance new money projects on behalf of various New York State School Districts; and/or to refund bonds issued by DASNY through the School Districts Revenue Bond Financing Program. Such financings are expected to continue over a 12-month period and to be backed by the Full faith and credit general obligations of the participating School Districts; providing for a statutory intercept through the State Comptroller, of any State aid due to participating School Districts for the payment of debt service on the Authority bonds.

- Approving State Clean Water Revolving Fund – Direct Financing Projects for the Albany Municipal Water Finance Authority (Albany County), Village of Canton (St. Lawrence County), Chautauqua County, Town of Chautauqua (Chautauqua County), Town of Clifton (St. Lawrence County), Town of Concord (Erie County), Town of Crown Point (Essex County), Village of LeRoy (Genesee County), City of Oswego (Oswego County), Town of Pavilion (Genesee County), Town of Romulus (Seneca County), Village of Theresa (Jefferson County) and Village of Wellsville (Alleghany County).
- Approving State Drinking Water Revolving Fund – Direct Financing Projects for the Village of Broadalbin (Fulton County), Village of Cleveland (Oswego County), New York City Municipal Water Authority (New York County), Town of Oneonta (Otsego County), Village of Ravena (Albany County) and Village of Sidney (Delaware County).

- Issuance of an Affordable Homeownership Opportunity Programsubsidy loan for Garvies Point – Block F for the construction of a four-story elevator building with 56 condominium homes in the City of Glen Cove (Nassau County).
- Issuance of an Affordable Homeownership Opportunity Programsubsidy loan for Ocean Crest for the construction of an eight-story cooperative elevator building with 89 units in Far Rockaway (Queens County).
