The mission of the Independent Commission on Ethics and Lobbying is to promote public trust in government by ensuring compliance with the State's ethics and lobbying laws. The Independent Ethics Commission Reform Act of 2022 establishes the Commission and grants broad oversight over the executive and legislative branches of government.
Organization and Staffing
The Commission consists of five board members chosen by a selection committee consisting of the 15 state-accredited law school deans or their designees. Members shall serve four-year terms on a staggered and rotating basis. Commission members appoint an executive director who serves a four-year term and is responsible for carrying out the duties and responsibilities of the Commission.
Budget Highlights
The FY 2023 Executive Budget recommends $5.6 million in All Funds appropriations and a projected workforce of 46 FTEs.
Program Highlights
The Commission has jurisdiction over executive and legislative officials and employees, candidates for statewide and legislative elected office, political party chairs, and lobbyists and their clients. The Commission requires all individuals and entities under its jurisdiction to take regular ethics and lobbying training. Additionally, the Commission reviews annual financial disclosure filings from state elected officials and legislative members for deficiency and conflicts. The Commission provides confidential advice and guidance to all individuals and entities under its jurisdiction and holds an annual public hearing to gain advice from external stakeholders relating to recommendations for legislative change.
