Special Pay Bill

Budget Highlights

In FY 2020, the State enacted Special Pay Bill Appropriations totaling $566.95M to cover the cost of general salary increases, Labor Management Committee increases, and associated fringe benefit increases resulting from the collectively negotiated agreements with the New York State Correctional and Police Officers Benevolent Association (NYSCOPBA), the Police Benevolent Association of the New York State Troopers (NYSTPBA), the New York State Police Investigators Association (NYSPIA), the Graduate Student Employee Union (GSEU), and extension of salary increases to Management Confidential (M/C) employees. These appropriations cover costs accrued from FY 2017 through FY 2020.

The agreements provide 2 percent general salary increases in each year of the respective contract periods and additional compensation offset by benefit design changes within NYSHIP and overtime savings.

On December 18, 2019, a four-year arbitration award was issued for the Police Benefit Association of New York State (PBANYS), for FY 2016 through FY 2019. Additional appropriation will be enacted during the 2020 legislative session.
