The Transformative Projects appropriation provides authority for the disbursement of funds for costs related to capital projects, works, activities, or purposes designed to promote transformative economic development and infrastructure initiatives. Not less than $360 million of the appropriation will be expended based in part on a competitive selection process among the Regional Development Councils as determined by the executive officer of the Empire State Development Corporation (urban development corporation). The remaining appropriation will be consistent with capital planning criteria established by the New York Works Task Force. The 2013-14 Executive Budget recommends a new appropriation of $720 million.
