Mission
Under the Public Employees’ Fair Employment Act (the Taylor Law), the Office of Employee Relations (OER) assists the Governor in relations between the State and its employees, including representing the Executive Branch in collective bargaining negotiations with ten public employee unions. OER’s mission is to advance the performance of State government through collaborative labor relations, workforce training, education and benefits.
Budget Highlights
The Executive Budget recommends $13 million for the Office. The increase of $5.3 million from the 2012-13 budget primarily reflects a new $5 million appropriation necessary for a pilot program to provide job placement training to employees in certain State agencies who are impacted by the closure or restructuring of facilities in 2012-13 or 2013-14.
In 2013-14, OER will be merged with the Department of Civil Service to focus on an enterprise-wide strategic approach to managing the State government workforce. This merger will create a single State Employee Workforce Development Center, combining the currently separate recruitment and training efforts of the two agencies under a single official.
The Executive Budget recommends a workforce of 50 FTEs, which is unchanged from the previous year.
