Mission

The Higher Education Services Corporation (HESC) provides centralized processing of student financial aid programs. The Corporation administers the State’s Tuition Assistance Program (TAP), the Federal Family Education Loan Program, the New York Higher Education Loan Program and other State and Federal aid programs.

Budget Highlights

The Executive Budget recommends $1.12 billion All Funds ($993.8 million General Fund; $123.8 million Other Funds) in support of the Corporation. This is a net increase of $33.0 million from 2011-12 enacted levels, which reflects the impact of increases associated with SUNY and CUNY tuition changes and additional Tuition Assistance Program funding from corporate revenues, offset by decreases in federal support and savings from administrative efficiencies.

The Executive Budget recommends a workforce of 495 FTEs for HESC. This is a decrease of 21 FTEs from the 2011-12 enacted Budget.

In 2012-13, the Department of Taxation and Finance will assume debt collection functions for HESC, which will take advantage of one of Tax's core competencies.
