  1. Spending Reduction Target
    • OPRHP’s current-year savings target is $19.9 million, reflecting the Governor’s order for a 10.35 percent reduction in projected agency spending.
    • OPRHP is currently expected to achieve savings of $16.9 million. Achieving further savings could require substantial layoffs or service reductions. The agency will continue, however, to work to identify further cost-reduction initiatives.
  2. Major Savings Initiatives
    • OPRHP is implementing the following major actions to help achieve their savings target:
    • Eliminate Heritage Areas/Trail Program ($825,000) – OPRHP will end its staff support and technical assistance to these local government programs, including the Lincoln Bicentennial Commission.
    • Attrition/Hiring Freeze ($1.85 million) – OPRHP expects to decrease their personal service staffing by 50 due to regular attrition.
    • Service Reductions ($2.0 million) – Early closing of parks and historic sites (Fall of 2008) and other service reductions affecting 75 state parks and historic sites.
    • Additional savings of $2.7 million will be achieved through NPS actions, including reductions in supplies and materials purchases and deferral of equipment maintenance and replacement.
    • Further, State Operations Special Revenue account savings of $4.4 will be achieved through cash management actions in Parks’ Patron Services Account including attrition and reductions in NPS contractual services and supplies and materials.
