The State Board of Elections (BOE) Financial Management Plan achieves its savings target by in-sourcing the help desk function of the Statewide Voter Registration database, currently being performed by an independent contractor. Although their proposal is contingent on the hiring of two additional staff, the agency will remain within their 2008-09 FTE target (83 FTEs). The savings are achieved while still ensuring that the state’s progress toward compliance with the Help America Vote Act (HAVA) and BOE's ability to meet court-imposed deadlines associated with the upcoming September and November elections will not be impacted.
