The DEC Financial Management Plan achieves its savings target through personnel management and reducing non-personal services costs. The agency will eliminate outsourcing contracts for services that can be performed by Department staff, downsize vehicle fleet costs, and reduce the purchase of supplies and materials, including information technology items.
