Request for Proposals – Local Government Management, Financial, and Restructuring Services

Description:

The New York State Division of the Budget (Division) in conjunction with the Financial Restructuring Board for Local Governments (Board) is seeking two qualified firms to provide local government management, financial and restructuring services: one to serve as Primary consultant and one to serve as Secondary consultant.

The firms shall advise the Division on an as-needed basis in short-term consulting engagements (e.g., for projects with durations of a few weeks up to several months) that will focus on reviewing government operations, management practices, finances, economic base and any other factors deemed relevant to make findings and recommendations on reforming and restructuring the operations of fiscally distressed local governments that come before the Board. Under the Procurement Lobbying Law, a restricted period is currently in effect for this Procurement, and it will remain in effect until State Comptroller approval of the resulting contracts. Potential bidders are prohibited from contact related to this procurement with any New York State employee or any representative of a New York State board or commission, other than the designated contacts identified below.
